The difference no table captures
Pace and feelSeoul is vertical and scheduled — you move through it on lists. Busan is horizontal and tidal: mornings at a market, afternoons on a coastal path, evenings watching a bridge light up from a beach with a convenience-store beer (₩5,000 or ~$3.50 cheaper than any bar seat, and nobody minds). Busan is not a city with a centre. It is a 40 km ribbon of separate towns wrapped around a coastline and cut apart by mountains — Haeundae to Gamcheon is about an hour each way, every time. The #1 planning mistake is booking the famous beach and then commuting daily to the postcard sights on the opposite side of the city.
That spread is the real tax on a Busan visit, and it's why choosing your base matters more here than it ever does in Seoul. Get it right and Busan feels effortless; get it wrong and you'll spend two hours a day underground wondering what the fuss was about.

Can I skip Seoul entirely and fly into Busan?
