Come for the city-meets-sea energy and the walks off both ends; go to Jeju if untouched water is the assignment.

What it isHaeundae is 1.5 km of pale sand backed directly by hotel towers — the LCT skyscraper with Busan X the Sky on floors 98–100 stands right on the sand's east end. In summer it's Korea's densest beach scene; off-season it's a long, windswept esplanade where locals walk dogs past shuttered parasol stacks, and honestly both versions are worth seeing. Sand festivals, drone displays and winter polar swims rotate through the calendar; the sand itself is partly replenished each year, which tells you how seriously the city takes its front lawn.
The honest bit: The most-repeated criticism of Busan's beaches is the port: you are swimming in the water of Korea's largest export terminal. Water quality is monitored and the beaches pass, but if pristine water is the point of your trip, Busan's beaches are city beaches — treat them as scenery with swimming attached, not the other way round.
The upgrade most visitors miss is that Haeundae is bracketed by two of the best short walks in the city — Dongbaekseom island park off the west end and Moontan Road above the east — which turn a one-hour beach look into a genuinely good half-day in any month of the year.

Dongbaekseom and Moontan Road — the actual best part
Off both endsDongbaekseom (동백섬), off the west end, is a forested former island with a flat 30–40 minute boardwalk loop: camellias, the Nurimaru APEC House, a mermaid statue on the rocks, and the postcard angle back across the bay to the skyline. It's free, open all hours, and it's where Haeundae stops feeling like a resort and starts feeling like a coast.
Moontan Road (문탠로드) climbs off the east end above Mipo — a soft, lantern-lit forest path designed for exactly what the name says: walking by moonlight. It links toward the Blueline coast, so you can walk out under the Sky Capsule track to Cheongsapo and make an evening of it. Between the two, the beach earns a visit in any season — February included.
